PCC Webinar: The State of Primary Care Spending

In its broadest look yet at primary care spending, the PCC analyzed spending over time, nationally and in all 50 states, and published the results in its annual evidence-based report for 2020 (released December 2020). The report reveals some alarming trends: The U.S. health system’s investment in primary care is low and declined between 2017 and 2019, both nationally and in a majority of states. The findings of the report, Primary Care Spending: High Stakes, Low Investment, are concerning given that a growing body of literature shows that health systems with a foundation of robust, comprehensive primary care achieve better, more equitable health outcomes and are less costly. This webinar walks through the findings of the report, and then two experts—one from the health plan perspective and another from the state health policy perspective—discuss how federal and state policymakers might leverage these results to enhance primary care investment.

Ann has over 25 years of experience working in health policy and advocacy roles. She recently served as the Executive Director of the Delaware Health Care Commission. In that role, Ann collaborated across state government and with private stakeholders on health system transformation and the management of a federal CMMI State Innovation Model (CMMI) grant. From 2010 through 2017, Ann was the Director of Policy for the Permanente Federation of Kaiser Permanente, and from 2000 to 2010 she was the Director of Health Care Policy for SEIU, where she led the policy team focused on health reform and the enactment of the Affordable Care Act. She is a graduate of the College of William & Mary and received her master’s degree from Cornell University. read more

Maureen Hensley-Quinn, Senior Program Director at the National Academy for State Health Policy (NASHP) leads the Emerging Policy Issues team that focuses on states’ efforts to finance, provide and improve coverage and care through public and publicly subsidized health programs. Maureen participates in and manages multiple projects that focus on health coverage for children, streamlining eligibility, enrollment and renewal policies and procedures affecting multiple health coverage programs, as well as supporting states’ efforts to implement federal and state healthcare reforms.
