Access & Equity in Medicaid: Robust Primary Care is a Must

Do you want to improve access to high-value health care for rural and underserved communities? Experts discuseds key primary care payment and delivery strategies in Medicaid to enhance outcomes and equity. Their remarks keyed off a new PCC report that examines proven and promising practices for strengthening primary care in Medicaid, which is also informed by a diverse, expert committee convened by PCC. This effort, supported by a grant from the California Health Care Foundation, will help to inform future Better Health – NOW Medicaid policies.

Leighton Ku, PhD, MPH, is a Professor of Health Policy  at George Washington University and Director of its Center for Health Policy Research.  He is a nationally known expert on Medicaid policy and access to care for vulnerable populations.  He has authored more than 100 peer-reviewed articles and 200 policy and research briefs on health policy topics.  He has testified before Congress and many state legislatures and worked with federal and state agencies and non-governmental organizations to improve health care for the needy.  Prior to coming to George Washington University he was on the staff of the Urban Institute and the Center on Budget and Policy Priorities.  He helped found and continues to serve on the Executive Board for the District of Columbia's Health Benefits Exchange Authority. read more

Rob Houston, MBA, MPP

Director of Delivery System and Payment Reform, Center for Health Care Strategies
Rob Houston, MBA, MPP, is the director of delivery system and payment reform at the Center for Health Care Strategies (CHCS). In this role, he oversees CHCS’ work on projects involving the design and implementation of value-based payment (VBP), population-based payment, and delivery system reform models, including innovative primary care models and accountable care organizations (ACOs).  During his time at CHCS, Rob has provided technical assistance on issues related to delivery system and payment reform to more than 35 state Medicaid agencies, and many provider organizations, health plans, and community-based organizations. He currently co-leads CHCS’ work on the Medicaid Primary Care Population-Based Payments Learning Collaborative, which is supported by The Commonwealth Fund and Arnold Ventures. read more
