On October 14, the federal government released its final rule on the Medicare Access and CHIP Reauthorization Act, better known as MACRA. This law will drive payment reform in Medicare through a much-needed transition from the current volume-driven, fee-for-service reimbursement model to a value-based system that rewards quality and value of care over volume of services provided.

There is still a pressing need for diverse stakeholders to rally behind a unified effort to promote person-centered, team-based approach to high-performing primary care as the foundation for a strong U.S. health system. Largely linked to the inefficient and fragmented way in which we pay for health care services today, we have not resolved the conundrum of an overpriced and under-performing U.S. health system for consumers and patients. This panel will discuss how to scale and spread payment reform efforts that move us from volume based to value based payment — including the federal Comprehensive Primary Care Plus initiative, the Medicare Access and CHIP Reauthorization Act (MACRA), and other private sector efforts.
