Christopher Koller is president of the Milbank Memorial Fund. The Fund is a 114 year operating foundation that improves population health by connecting leaders with the best information and experience. Before joining the Fund, he served the state of Rhode Island as the country’s first health insurance commissioner, an appointment he held from March of 2005 through June of 2013. Under Mr. Koller’s leadership, the RI Office of the Health Insurance Commissioner was nationally recognized for its rate review process and its efforts to use insurance regulation to promote payment reform, primary care revitalization, and delivery system transformation. Professor and Vice Chair for Clinical Strategy and Transformation , Department of Pediatrics at the University of Colorado School of Medicine and Children’s Hospital Colorado

David M. Keller, MD is Professor and Vice Chair for Clinical Strategy and Transformation in the Department of Pediatrics at the University of Colorado School of Medicine and Children’s Hospital Colorado, where he practices and teaches general pediatrics while working to develop innovative clinical programs and payment models that promote child health. He serves on numerous State committees, has held leadership positions in several national Pediatric organizations and currently serves as chair of the Legislative and Policy Committee of the Colorado Chapter of the American Academy of Pediatrics. Jill Hummel currently serves as the President & General Manager of Anthem Blue Cross and Blue Shield in Connecticut (Anthem). In this role she is responsible for the management of Anthem’s local Commercial group and individual business, including sales, account management, provider relations and contracting, underwriting and product delivery. She is also responsible for the development of Anthem’s long-term strategic direction and collaborates with elected officials, regulators, providers, employers and other key stakeholders to drive improvements in health care access, quality, experience, outcomes and affordability. read more

Mark leads the Foundation’s work to lower the cost and improve the value of health care. He joins the team with more than 30 years of experience developing and implementing health policy, including prior positions as the executive director of Medicare Payment Advisory Commission; assistant director of Health and Human Resources at the Congressional Budget Office; deputy director of health plans at the Centers for Medicare and Medicaid Services; health financing branch chief at the Office of Management and Budget; and senior research associate at the Urban Institute. read more

Melinda K. Abrams, M.S., is Vice President of the Commonwealth Fund's Health Care Delivery System Reform Program. Since joining the Commonwealth Fund in 1997, Ms. Abrams has worked on the Task Force on Academic Health Centers, Commission on Women's Health, and most recently, the Child Development and Preventive Care programs. She played a lead role in conceptualizing and launching the Fund's Assuring Better Child Health and Development (ABCD) initiative, which awarded grants to state Medicaid programs to encourage innovation in the financing and delivery of preventive and developmental services provided to low-income, young children. Pauline Lapin is the Director for the Seamless Care Models Group (SCMG) in the Center for Medicare and Medicaid Innovation at the Centers for Medicare & Medicaid Services (CMS). Pauline oversees and provides guidance in the development and implementation of innovative payment and delivery models related to advanced primary care and accountable care organizations, namely the Comprehensive Primary Care (CPC) and CPC Plus initiatives, the Pioneer ACO and Next Generation ACO Models, and the Comprehensive ESRD Care initiative. Her group also manages Health Care Innovation Awards related to primary care redesign, “hot-spotting,” and ACO-like models. read more

Yalda Jabbarpour, MD

Yalda Jabbarpour is a family physician in Washington, D.C., and Medical Director of the Robert Graham Center for Policy Studies. She graduated from the Georgetown University School of Medicine in 2008 and completed her residency at the Georgetown University/Providence Hospital Family Medicine Residency Program. Upon graduation, she worked as a family physician for Scripps Health Medical Group in San Diego, California. She returned to Washington, D.C., in 2015 to serve as the Robert L. Phillips Health Policy Fellow at the Robert Graham Center. Her research interests include workforce issues such as provider burnout and the delivery and financing of primary health care. read more
