WASHINGTON, Jan. 31, 2022—The Primary Care Collaborative (PCC) is welcoming two new members to its board of directors in 2022: Eliot Fishman, PhD, Senior Director of Health Policy, Families USA; and Dorothy Siemon, Esq., Senior Vice President of the Office of Policy Development and Integration, AARP.
In addition, the board has installed two new officers: Mark Del Monte, JD, CEO/Executive Vice President, American Academy of Pediatrics, as chair; and Susan Edgman-Levitan, PA, Executive Director, John D. Stoeckle Center for Primary Care Innovation at Massachusetts General Hospital, as vice chair.
The board leads a vibrant and diverse set of more than 60 Executive Member organizations that share a commitment to making primary care the foundation of a high-value health system.
“We are thrilled to have Eliot and Dorothy join our board of directors,” said Ann Greiner, PCC’s president and CEO. “Both of them have deep policy expertise and are committed to strengthening and reimaging primary care so that it is truly responsive to patient/family needs and preferences.”
“PCC’s board is further strengthened and diversified with the addition of Eliot and Dorothy and the valuable experiences and perspectives they bring,” said Del Monte. “Their contributions will be critical as PCC embarks on a new initiative to shape the environment for bold reform with respect to primary care investment and payment in the years ahead.”
About the two new members:
Eliot Fishman, PhD, leads Families USA’s policy analysis and advocacy agenda development at the state and federal levels, working with the policy department and other members of senior leadership. Prior to joining Families USA, he served at the Centers for Medicare and Medicaid Services (CMS) from 2013 to 2017. In that role, he led the federal government’s work with states on Medicaid waivers and federal policy, on the Children’s Health Insurance Program (CHIP), and Medicaid and CHIP quality measurement, eligibility, and enrollment. Prior to his work at CMS, Fishman served as Director of the Office of Policy in the New Jersey Department of Health, where he directed a large, complex portfolio including the Center for Health Statistics, Institutional Review Board, and the Office of Healthcare Quality Assessment. Fishman received his BA from Harvard College and his PhD from Yale University.
Dorothy Siemon, Esq., leads the Office of Policy Development and Integration (OPDI) at AARP, which empowers teams from across the organization to deliver on the values embedded in AARP’s mission. The organization’s public policies address the major issues facing older Americans including health and economic security. Prior to leading policy development and integration, Siemon served as the Vice President of OPDI from 2013 to 2017 and as Director of Health and Long-Term Services and Supports from 2007 to 2013. Prior to joining OPDI, Siemon was a senior litigation attorney for over a decade for the AARP Foundation, writing amicus briefs in federal and state courts, including the U.S. Supreme Court. In addition, she served as counsel in numerous class action cases involving Medicare, Medicaid, and long-term care facilities. Siemon serves on the National Committee for Quality Assurance (NCQA) Standards Committee and is a member of the National Academy of Social Insurance. She also previously served as a Commissioner for the American Bar Association’s Commission on Law and Aging. In 2020, she also served as a member of the NCQA, ATA and ACC Taskforce on Telehealth Policy. Siemon graduated from the Georgetown University Law Center.
