Kathryn Spangler joined the American Benefits Council in 2014 as the Senior Vice President of Health Policy. Prior to this role, Ms. Spangler served as the Senior Advisor for the University of Michigan's Center for Value-Based Insurance Design (VBID) in Washington, DC where she promoted the Center’s work to key health care stakeholders and represented the Center at events in Washington. Kathryn joined the Center for VBID after nearly a decade staffing senior members of the United States Senate. Most recently, Kathryn served as the Deputy Health Policy Director of the Senate Committee on Health, Education, Labor, and Pensions where she was on the front lines of the entire health care reform debate. Working for the Ranking Member of the HELP Committee, who also served on the Senate Finance Committee, the Senate Budget Committee and was among the “Group of Six” Senators working to develop a bipartisan health care solution, Kathryn has distinctive knowledge and extensive understanding of the health care law. In addition to being an expert on health insurance plans and health insurance exchanges, Kathryn has a deep background in health information technology issues.
