The PCPCC 2019 Executive Report provides quantitative data and analysis of primary care spend at the state and payer levels, as well as a window into the association between primary care spend and key patient outcomes. In short, the report shows that primary care investment as a percentage of total health care expenditures was low between 2011 and 2016, and it varied considerably across states and across payers. The analysis also shows an association between more primary care investment and better patient outcomes. Finally, the report includes a description of legislative/regulatory efforts in 10 states to measure and report on primary care spend and to shift more resources into primary care.

Abrams, M.S., is Vice President of the Commonwealth Fund's Health Care Delivery System Reform Program. Since joining the Commonwealth Fund in 1997, Ms. Abrams has worked on the Task Force on Academic Health Centers, Commission on Women's Health, and most recently, the Child Development and Preventive Care programs. She played a lead role in conceptualizing and launching the Fund's Assuring Better Child Health and Development (ABCD) initiative, which awarded grants to state Medicaid programs to encourage innovation in the financing and delivery of preventive and developmental services provided to low-income, young children. Pauline Lapin is the Director for the Seamless Care Models Group (SCMG) in the Center for Medicare and Medicaid Innovation at the Centers for Medicare & Medicaid Services (CMS).  Pauline oversees and provides guidance in the development and implementation of innovative payment and delivery models related to advanced primary care and accountable care organizations, namely the Comprehensive Primary Care (CPC) and CPC Plus initiatives, the Pioneer ACO and Next Generation ACO Models, and the Comprehensive ESRD Care initiative. Yalda Jabbarpour is a family physician in Washington, DC and Medical Director of the Robert Graham Center for Policy Studies.  She graduated from the Georgetown University School of Medicine in 2008 and completed her residency at the Georgetown University/Providence Hospital Family Medicine Residency Program. Upon graduation she worked as a family physician for Scripps Health Medical Group in San Diego, California.  She returned to Washington, DC in 2015 to serve as the Robert L Phillips Health Policy Fellow at the Robert Graham Center and currently serves as Medical Director.  Her research interests include workforce issues such as provider burnout and the delivery and financing of primary health care. read more
