Annette is a strategic public policy and political counselor with over 30 years of experience involving complex legislative and regulatory matters in the U.S. and abroad. Arrah Tabe-Bedward is currently on detail to the Center for Medicare & Medicaid Innovation as the Deputy Director. Arrah comes to the Innovation Center with a strong background in Medicare. She previously served as the Director of the Medicare Enrollment and Appeals Group (MEAG) at the Centers for Medicare & Medicaid Services (CMS). As MEAG’s Director, Arrah was responsible for all enrollment and appeals policy under the Medicare Fee-for-Service (FFS), Medicare Advantage (MA), and Medicare Prescription Drug (Part D) programs, and had shared responsibility with the Social Security Administration on Medicare eligibility, enrollment and low-income subsidy issues. read more

Christopher Koller is president of the Milbank Memorial Fund. The Fund is a 114 year operating foundation that improves population health by connecting leaders with the best information and experience. Before joining the Fund, he served the state of Rhode Island as the country’s first health insurance commissioner, an appointment he held from March of 2005 through June of 2013. Under Mr. Koller’s leadership, the RI Office of the Health Insurance Commissioner was nationally recognized for its rate review process and its efforts to use insurance regulation to promote payment reform, primary care revitalization, and delivery system transformation. Co-Founder and CEO Farzad Mostashari, MD, has spent his career at the forefront of health care policy and health information technology. Dr. Mostashari is the former National Coordinator for Health IT at the Department of Health and Human Services, and served as a distinguished expert at the Brookings Institute’s Engelberg Center for HealthCare Reform. Prior to his work at the Office of the National Coordinator, he founded the NYC Primary Care Information Project, which equipped 1,500 physicians in underserved communities with electronic health records. Hoangmai (Mai) H. Pham is President and CEO of Institute for Exceptional Care, a non-profit dedicated to transforming healthcare for people with intellectual and developmental disabilities. Dr. Pham is a general internist and national health policy leader. She was Vice President at Anthem, responsible for value-based care initiatives. Prior to Anthem, Dr. Pham served as Chief Innovation Officer at the Center for Medicare and Medicaid Innovation, where she was a founding official, and the architect of foundational programs on accountable care organizations and primary care. Dr. Pham has published extensively on provider payment policy and its intersection with health disparities, quality performance, provider behavior, and market trends. She serves on the boards of Atlantic Health System and the Coalition to Transform Advanced Care. read more

Robert E. Mechanic, M.B.A, is the Executive Director of the Institute for Accountable Care, where he is responsible for leading its research agenda and health care learning and improvement activities. He is also Senior Fellow at the Heller School of Social Policy and Management at Brandeis University, where he also serves as Executive Director of the Health Industry Forum. His research focuses on health care payment systems and the adaptation of organizations to new payment models. He has helped hospitals, physician groups and integrated delivery systems evaluate financial, strategic and policy considerations under risk-based payment models. read more

William Kassler, MD, MPH, is currently Deputy Chief Health Officer and Lead Population Health Officer at IBM Watson Health. Prior to that he served as Chief Medical Officer for the New England Region of the Centers for Medicare and Medicaid Services (CMS), where he worked with the CMS Innovation Center to implement value-based purchasing initiatives to improve population health outcomes. read more

Yalda Jabbarpour is a family physician in Washington, D.C., and Medical Director of the Robert Graham Center for Policy Studies. She graduated from the Georgetown University School of Medicine in 2008 and completed her residency at the Georgetown University/Providence Hospital Family Medicine Residency Program. Upon graduation, she worked as a family physician for Scripps Health Medical Group in San Diego, California. She returned to Washington, D.C., in 2015 to serve as the Robert L. Phillips Health Policy Fellow at the Robert Graham Center. Her research interests include workforce issues such as provider burnout and the delivery and financing of primary health care.

Advanced primary care models and Accountable Care Organizations (ACOs) strive to improve quality, reduce costs and put the patient at the center of care, but each model evolves separately. New research shows that ACOs that include advanced primary care models are achieving higher quality outcomes and more savings than those that do not. As policymakers continue to look for ways to improve healthcare, incorporating advanced primary care in an ACO environment has the potential to drive positive change.
Please join experts as they debut new research about the insights and future of ACOs. Following this presentation, two panels will convene to discuss the clinical and policy implications of the synergistic relationship between advanced primary care and ACOs.
