Meaningful Use Stage 3 Proposed Regulations: A Detailed Review

With the March 20th release of the Notice of Proposed Rulemaking (NPRM) related to the Medicare and Medicaid Electronic Health Record Incentive Program and Meaningful Use Stage 3 by  the Centers for Medicare and Medicaid Services (CMS) and accompany 2015 Certification Standards by the Office of the National Coordinator for Health IT, the Health IT Community is eager to learn more about the specific details of each NPRM.  Today, we know that the CMS proposed rule focuses on specifying the meaningful use criteria for Stage 3 and supports the broader efforts to increase simplicity and flexibility in the program while driving interoperability and a focus on patient outcomes in the meaningful use program.  We also know ONC’s NPRMestablishes the 2015 Edition health IT certification criteria, the base EHR definition, and health IT certification program modifications.  Join us as HIMSS Subject Matter Experts provide details to ensure health IT professionals across the industry understand the intent and impact of the government's actions.

The ONC proposed rule is focused on enabling interoperability as well as a more flexible certification program that supports developer innovation. With the intent of facilitating the accessibility and exchange of electronic health information the NPRM includes enhanced data portability, transitions of care, and application programming interface (API) capabilities as part of the 2015 Edition Base EHR definition. In addition, ONC’s rule also adopts new and updated vocabulary and content standards for the structured recording and exchange of electronic health information.
