Delivery System Reform: Transitioning from Volume to Value

Bipartisan Policy Center

On June 19th, BPC’s Health Project will host a policy forum on delivery system reform, focusing on the transition from a volume-based to value-based health care delivery system.  In April of 2013, the Health Project issued a report, A Bipartisan Rx for Patient-Centered Care and System-Wide Cost Containment, which laid out policy recommendations to put our nation’s public and private health care delivery system on a pathway to improved quality and value.  Over the course of the next year, Health Project leaders former Senate Majority Leaders Tom Daschle and Bill Frist will be joined by former Congressional Budget Office Director Alice Rivlin and former Ways and Means Health Subcommittee Chair, Jim McCrery to propose policy solutions to facilitate and accelerate the transition to a value-based health system.

The forum will feature remarks by Dr. Patrick Conway, Deputy Administrator for Innovation and Quality and Chief Medical Officer for the Centers for Medicare and Medicaid, followed by comments by Bob Henkel, President and CEO of Ascension Health, on the challenges and opportunities faced by health systems in the rapidly changing health care delivery environment.  Following formal remarks, speakers will be joined by a panel of health policy experts in an informal discussion about what lies ahead for health care providers as they navigate the transition into alternative payment and delivery models.
