Colleen M. Coyle has been General Counsel for the American Psychiatric Association since 2011. Prior to that she was a partner in the law firm of Akin Gump Strauss Hauer & Feld, LLP and practiced complex commercial and intellectual property litigation for over 20 years. She has been co-leading APA’s effort to enforce the Mental Health Parity and Addiction Equity Act on behalf of APA members and their patients.

Director of Regulatory Affairs, Practice Directorate, American Psychological Association
Diane M. Pedulla, J.D., is the Director of Regulatory Affairs for the Practice Directorate of the American Psychological Association. She is responsible for monitoring Federal policies that affect the independent practice of psychology, including coverage and reimbursement issues under Medicare and Social Security. Part of her time for the last several years has been spent on matters related to performance measurement and reporting, including expanding the opportunities for psychologists to report on measures in Medicare’s Physician Quality Reporting System (PQRS). Other major projects include the development and implementation of codes for health and behavior services, the revision of the codes for psychological and neuropsychological testing and assessment, and most recently the revision of the psychotherapy codes. read more
Assistant Director, Department of Federal Affairs, American Academy of Pediatrics
Tamar Magarik Haro is Assistant Director of the Department of Federal Affairs at the American Academy of Pediatrics. At the Academy, Tamar leads federal legislative advocacy and regulatory initiatives on FDA medical product issues, disaster preparedness, mental health, and immigration. Prior to joining the Academy in September 2010, Tamar served as Staff Director of the U.S. Senate Subcommittee on Children and Families of the Health, Education, Labor, and Pensions Committee, chaired by U.S. Senator Christopher Dodd (D-Conn.). Before that, she worked on health care for Senator Dianne Feinstein (D-CA) as a Legislative Assistant. Tamar is the recipient of numerous awards for her work on behalf of children and families. She graduated with honors from Washington University in St. Louis with a B.A. in Political Science and Russian.

Senior Legislative Advisor, Office of U.S. Senator Martin Heinrich (NM)
Sandra is a senior legislative advisor to Senator Martin Heinrich on matters of health policy (including veteran’s health), child welfare, social security and poverty. Previously, she served as Senior Legislative Assistant for Health Care in the office of Senator Jeff Bingaman (2011- 2012). She started in Senator Bingaman’s office in 2010 as an American Association for the Advancement of Science/American Psychological Association Congressional Fellow focusing on health and mental health policy. Sandra completed her PhD in Clinical Psychology in 2000 and has over 15 years experience as a scientist-practitioner specializing in adult psychopathology. On Nov 8th, the Departments of Labor, Health and Human Services and the Treasury jointly issued a final rule increasing parity between mental health/substance use disorder benefits and medical/surgical benefits in group and individual health plans.
